Add a Function Block to verify Utility supports digital line items to the CMD and DMD Certification Platforms

The [FB_15] Usage Summary Function Block Data Element tests do not validate the presence of billing line item details. When regulators require utilities to provide digital data that customers receive on their printed monthly statements the CMD Certification Platform does not ensure compliance.
