Create a load tester to stress test the Liberdus network

We need a CLI tool to create and inject various types of transactions into the network at high TPS. We can setup a similar load tester like the one used in Shardeum project.

We have our old spamming tool https://gitlab.com/liberdus/spam-client but now it would be better to have something like Shardeum's load-tester v2.
