Remove pytorch and tensorflow

We include pytorch and tensorflow when users install foundry. This adds a lot of time to the installation process when users may not use these packages.

1. Take out the pytorch and tensorflow code
2. Put that code in the documentation in a section called "Using Foundry with Pytorch and Tensorflow"
