Shell for MCTP server with hard coded routing

Create inital MCTP server that has hard coded mappings to route given endpoint ID's to sevices

EID 0 (Control) -> Can stub out and return not supported, following issue to implement this channel and dynamic mapping
EID 1 (Battery) -> Directly map this message content to and from battery service
EID 2 (Thermal) -> Directly map this message content to and from thermal service
