Question: Deny a specific Block/Item, but allow others?

Hello,
If i set itemRestrictions to false and don't give the player a special permission, they will be able to interact/blace/hold, etc. with any item or block, right?

But if I give a player for example the permission:
-modifyworld.blocks.place.3
Then they can't place dirt anymore but any other block, can they?
