Guys... Solution: re-apply the paths to the qemu*.exe binaries.
AND do install the Windows WHP as additional feature. This is NOT the same as Hyper-V Platform.
Then it does work. Using the latest stable Version. Thank You @Tech-FZ

And make sure to use qemu64 as CPU
