Release the Provision App

Pros

• The provision app avoids this critical issue: https://code.google.com/p/android/issues/detail?id=77775
• You don't have to have a Google account
• Streamlined for setting up LOTS of devices

Cons

• But it's not perfect. I've yet to work out how to dismiss the tutorial screens on first boot, once the device is provisioned.
• Updating the App is not clear

Also I need to create a video to demonstrate the fairly unintuitive process of provisioning Webconverger over NFC.
