Remove functionality from imageutils that is in astropy

If we are going to keep this repository open for experimentation, we should nevertheless remove any functionality and close issues relating to things that are now in astropy master

👍 I think that everything in imageutils got moved to astropy except for lacosmic, which is now in astro_scrappy. So this repo will effectively be empty.

@pllim - yes, I think that would make sense, to avoid confusion on the part of users.

So maybe something like removing everything but __init__.py that now only prints a list of where all the functions have gone?

If someone takes the time to go through what's here and the issues, and transfer this on Astropy issues or @larrybradley's https://github.com/spacetelescope/imutils, we should just delete this repo completely (along with it's issues).

It's a bit of work though to do that (not sure how much exactly), so that's why it hasn't happened. Any takers?

There are only 16 issues open, so probably not too long to do by hand.

From a quick look, it appears most of the issues can be closed now. The rest should go to astropy.
