Restore the linear-issue-workflow skill 1:1 with GaaS

Replace the claim-first and git-worktrees fork with Guy's GaaS body, including inline git worktree add and In Progress after the plan. Keep user-invocable: false so the skill stays use_skill-only. Claim-first, In Review, and git-worktrees extras stay on native-integration.
