If it's not too much work to embed a mailing list for CSV,conf we should do so.

Mailchimp seems like the most straightforward way of doing so.

I didn't realize Mailchimp had a free plan. 2000 subscribers seems like a decent limit.

I'd say yes: it'd be useful to send out occasional announcements (programs, keynote speakers) and reminders (registration filling up, hotels filling up, etc.).
