Apply A-variant cards to Command Deck empty state

This is a presentation-only task: apply the approved A-variant five-card empty-state UI to production Command Deck while preserving existing composer, prompt submission, session, transcript, and backend behavior.

Exit criteria

• A fresh workspace conversation renders four compact prompt cards and one featured Checklist card
• Existing prompts still call the existing onPick/onSubmit path and the existing composer remains functional
• Desktop 1440x900, constrained desktop 993x641, and mobile 390x844 have zero horizontal/card overflow
• Focused tests, Console typecheck, and production build pass

The situational A chat-home UI is implemented and live in the local 5273 Console; existing prompt selection, composer input, and submit behavior remain unchanged; focused validation passed (18 presenter tests, 2 targeted workspace/mobile visual tests, Console typecheck, production build, cached diff check); browser validation passed at desktop, constrained desktop, and 390px mobile with zero horizontal/card overflow and 44px mobile targets. Commit is intentionally blocked because console/src/deck/command-deck-presenters.tsx also contains another session's unstaged TurnBubble/source changes, and the repository pre-commit hook correctly rejects a mixed staged/unstaged path. The staged IntroPanel blob was rebuilt and verified by SHA-256 to equal the working IntroPanel while excluding concurrent symbols. No bypass, commit, or push was performed.

The user explicitly requested a commit, but the commit-readiness overlap check still reports console/src/deck/command-deck-presenters.tsx because the task-owned staged IntroPanel and another session's unstaged TurnBubble/source edits share the path. The exact staged A UI snapshot remains three files, and all focused tests, typecheck, build, and browser checks are green. However, repository policy requires deferring the whole overlapping path; therefore, no hook bypass, temporary revert/stash, unrelated staging, commit, or push was performed.
