[REQUEST] Inconsistent Output Write Timing After Restarts

Summary:
When using interval_time = 50.0 for ADIOS2 output and interval = 100 for checkpointing, I observe that restart cycles cause the ADIOS2 output timing to drift, leading to irregular output intervals in the generated .bp files.

Expected Behavior:
The output files (e.g. spectra.*.bp) should be written consistently every 50 time units from the beginning of the simulation, regardless of whether a restart occurred.

Observed Behavior:
The ADIOS2 output file indices appear to reset after each restart, and intervals are counted relative to the most recent restart, not the global simulation time. This results in non-uniform output spacing.
