By default, several gittuf APIs now invoke the propagation workflow. If an upstream repository is configured as to be propagated and an update is available, this will be pulled in. We want to avoid doing this in the app as there may be inconsistencies in what refs the app can even push to on github. Let's leave it to the users instead.
