decide if `clang-tidy` should be a required check for merge to main

Now that we are clang-tidy warning free, and have tooling to run it locally and on CI, should we make it a required check for a merge to main? Thoughts anyone? I don't mind, but of course we will drift again if we do not make it required. Maybe that's ok, of course

Given how easy it is to fix/ignore issues, I'm happy to have clang-tidy success as a requirement.
