Unify the deploy.cfg.example file and the deployment template, switch to jinja or some other templating engine

Will need some changes when we switch from dockerize to an environment driven config like Collections anyway. Use Collections as a model and just have one deployment file with defaults and documentation in one place, preferably in the root of the repo
