Add endpoint to get specific genome_attrib row(s)

Like GET /collections/{collection_id}/data_products/genome_attribs/{kbase_id}

pretty sure we're going to need that, and probably allow a body in the regular GET method to provide a list of IDs as the URL is limited to 2-8k characters
