Members of set

If I understand correctly there is currently no way to group items into sets, without changing the item itself. The documentation states:

This is not a problem in the situation where both are managed in the same environment, nor a challenge conceptually in the model (there is the inverse member property), however the API does not allow for sets to refer to their members following the same design principles that groups do not refer to their members, nor objects to their parts.

But this statements can be considered incomplete since it doesn't really provides a workaround in a setting where both are managed different environments. How is this case considered to be solved?

I haven't thought throu completely yet, but maybe it'S possible to work around that limitation by using a a IIIF collection?
