Create Dockerfile that only uses RHEL packages from the default repositories and not from EPEL

This is to make sure what is the maximum functionality we can provide with SEMS in security constrained environments when we have no ability to extend the environment using third party repositories - like MySQL, CRB and EPEL.

Also create a proper way to build a sems podman/docker container and make available over docker hub or alternatives or maybe simply just provide build instructions and assets to run sems in a podman container using quadlets (systemd)
