Propogation tool not functioning as expected

Describe the bug
propagation tool inconsistant in propagation to next frame

*To Reproduce
Open toktagger video data set, leave propagation on and annotate one point. This will propagate to whole dataset.

Toggle off and on propagation tool and then create a new point. This will not propagate to whole dataset or the next frame.

Expected behavior
propagate to next frame only
