Limit amount messages in a certain time limit

According to this, it is possible to send way too many messages. Could be great to add a limitation of how many messages can be sent within a certain time limit.

For example, having more than 5 messages each second is way over the top, but it is still within the usual usage without breaking any normal conversation.

One could send a message to the user sending the message that their message was not sent.

In addition to this, if sending more than 10 messages each second, an auto mute or even a ban could be applied to avoid people from abusing the system too hard. This is optional, so it could even be an another issue.
