Enhance README and add multiple command features and fixes

This pull request introduces several new features, enhancements, and refactorings to improve the Seira bot's capabilities, especially around multiplayer room monitoring, command filtering, and replay rendering. Major new features and enhancements:

Multiplayer Room Monitoring:

• Introduced a new MultiplayerRoomWatchService with supporting classes (OstellaMultiplayerRoomWatchApi, QqMultiplayerRoomNotifier) and integrated it into the QQBot class, enabling real-time monitoring and notifications for multiplayer rooms. [1] [2] [3] [4]

Command and API Improvements:

• Enhanced /bo, /rs, and /rp commands to support additional filters, allowing users to query and filter up to 200 scores. Added a new /tb command to fetch recent BP achievements. [1] [2]

Replay Rendering Robustness:
