v1 proved that 100 useful workflows can be expressed honestly as Agent Skills. v2 fixes the next problem: a good workflow definition is not the same thing as runnable software.

runtime.json tells ows what it can execute. SKILL.md remains the cross-agent workflow definition. The two are deliberately separate.

ows install image-watermark --target ~/.agents/skillsA Skill may request filesystem, shell, network, browser, external-account, or infrastructure capabilities. Installing the definition does not grant them.
Default rules in this repository:
- Preserve source files unless in-place modification is explicitly requested.
- Prefer deterministic code for parsing, file transforms, statistics, rendering, and validation.
- Never fabricate successful external actions.
- Keep payments, signing, production deploys, destructive writes, and other high-impact actions approval-gated.
- Report missing dependencies instead of silently installing privileged system software.
- Redact secrets in scanner/report output.
- A green workflow-status badge is not a production certification.
