CERN e-group membership is only stored in the DB when a user logs in via
SSO, so role.users is empty for users who have never visited CDS-RDM.
Replace GroupMembersRecipientGenerator with GroupEmailRecipientGenerator
which derives the mailing address as {role.name}@cern.ch from the Role
record (synced by invenio-cern-sync) — no SSO login required.
Closes CERNDocumentServer#960
