docs: strip internal debugging/engineering details from README#7

Keep only what a customer installing this plugin needs: what it is and how to install it. The Cowork-restriction investigation (mcp_tool hook validation, log analysis, upstream issue links), internal testing steps referencing Cedar's own DB tables, local-dev instructions for Cedar's own engineers, and the private design-doc pointer all belong in Cedar's internal docs, not a public repo's README.

Summary
The previous README update (merged in #6, before a follow-up amend landed) still had the full Cowork-restriction investigation writeup, internal testing steps referencing Cedar's own DB tables, engineer-only local-dev instructions, and a pointer to a private repo's design doc. None of that belongs in a public, customer-facing README.
This trims it down to just: what the plugin is, and how to install it (Claude Code plugin, Claude Cowork custom connector).
