2. [Discussion 2/3] Retire native Usage workspace #331 retires the native Usage workspace and its Swift support.
3. This PR retires the general CLI commands, Rust collectors, bundled ccusage sidecar, capability entry, dependency automation, and current documentation.

Review the three drafts together. This PR is based on #331; its diff is 33 files and 3,477 gross lines, within the repository's change-size gate. The final product tree is identical to the originally tested proposal; this slice also removes obsolete ccusage automation and updates the repository navigation guidance.

CodeVetter keeps token and cost evidence attached to verification runs and keeps its History recovery controls. ContextDaddy owns general agent usage and provider allowance. The published v1.14.3 desktop release is unchanged.

Checks on the final tree

• pnpm core:test: pass (1,056 Rust library tests; 24 ignored, plus CLI/MCP tests).
• pnpm test:native:background: pass (99 Swift tests, four isolated performance gates, 15 navigator tests, Debug macOS build). No app launch or foreground automation.
• pnpm core:clippy, pnpm test:core-tools, pnpm lint, pnpm knip:strict, pnpm capabilities:check, pnpm version:check, and node scripts/check-docs.mjs: pass.
• Change-size, complexity, import-cycle, and duplication gates pass against [Discussion 2/3] Retire native Usage workspace #331.
• Pre-push Gitleaks history scan: no leaks found.

Decisions before acceptance or release

• Decide whether removing codevetter usage and codevetter quota requires a deprecation period or migration text.
• Confirm ContextDaddy's general usage and allowance coverage.
• Qualify native menu, command palette, and legacy Usage launch behavior on a dedicated graphical runner or in a freshly authorized idle-screen window. Installed-app behavior remains unqualified.
• Make a separate signed/notarized release decision after review and release qualification.
