Adds the project-scoped public Watchtower browser tracker to Starboard with nine insertions against current main, preserving newer upstream layout and lockfile changes. The prepared endpoint SDK patch is intentionally excluded: its fallback route mapper could record raw path segments and needs a strict route-template fix before release. Local landing build passed for the browser change.
