Summary

Fixes #10606

Startup configuration and loaded integrations summaries were going through warn, so they show up as errors in Datadog Logs even though startup succeeded. Emit those two lines at info instead. Agent and generic diagnostics stay on warn.

Same idea as the Ruby tracer change in DataDog/dd-trace-rb#1120.

Test plan

  • yarn test:core packages/dd-trace/test/startup-log.spec.js
  • Specs assert config and integrations use console.info, diagnostics still use console.warn

Configuration and loaded integrations are informational, not warnings.
Keep agent and generic diagnostics on warn so real problems stay visible.
Matches the dd-trace-rb change for the same startup log noise.

tweaked the commit message to the conventional fix: prefix so that check is happy.
