test(otel): cover OTLP exporter timeouts

Adds dedicated parametric suites for OTEL_EXPORTER_OTLP_TIMEOUT,
OTEL_EXPORTER_OTLP_LOGS_TIMEOUT, OTEL_EXPORTER_OTLP_METRICS_TIMEOUT, and
OTEL_EXPORTER_OTLP_TRACES_TIMEOUT.

• Checks configuration telemetry for a 500 ms timeout, zero (unlimited), and
  the 10,000 ms default when the variable is unset, empty, or negative.
  Handles Java's DD_OTLP_*_TIMEOUT telemetry names.
• Associates each suite with its corresponding timeout feature.
• Adds version-based activation and unsupported-feature declarations across
  the nine tracer manifests, with case-level declarations for known bugs,
  test-app limitations, and differing Datadog defaults.
• Reclassifies Java's existing OTEL_TRACES_EXPORTER default, empty, and
  invalid-value cases from missing_feature to bug (APMAPI-2485).
