test(otel): cover otlp trace headers and protocol

Summary

• Adds dedicated parametric suites for OTEL_EXPORTER_OTLP_TRACES_HEADERS and OTEL_EXPORTER_OTLP_TRACES_PROTOCOL.
• Declares audited support floors: Java v1.61.0, Python v4.11.0, and .NET v3.41.0; unsupported tracers remain missing_feature.
• Adds separate unset and explicit-empty cases and protocol cases for gRPC, HTTP/protobuf, and HTTP/JSON.
• No legacy test class was moved; the existing OTEL_TRACES_EXPORTER coverage remains unchanged.
