Use the first stored decision for recovered-job results and enqueue its decision webhooks only once. Make startup normalization atomic, respect key profile grants, record shadow revisions, and test signed review callbacks.
Validation: PostgreSQL event/outbox replay regression, full workspace checks and callback tests passed.
