Slash commands refactor

[KL13NT]

• upgrade redis and dependent code
• remove queue
• music commands shared precondition
• commands params structure for slash cmds
• command permissions
• move time limits from commands itself to command listener
• refactor controller dependency using service locator
• make setup command handle admin and interactions
