Add Item Quality optional setting

Could we get an Option to enable/disable something like the Item Quality rules from Knave 1e and have it apply to all Item types? Would be doubly awesome if it incorporated and option like a Usage Die from the Knave variant Nuked! or The Black Hack.

I'm trying to make the core Knave2e package only include toggles for second edition game mechanics. The 0.4.0 release will be properly hooked for extending the system with mods, and I am open to the idea of developing a mod for knave2e with that functionality. But it will have to come after the 0.4.0 release and move to Foundry V12.
