Review and Update Survey Scoping, Plan, & Process

Context:

The Agent Survey has gone through a few iterations - now being tracked here.

We need to review work we've already tracked, review the community contribution process for the notes/blurbs, and close the loop on any outstanding issues (all of which have been moved to the backlog).

Output:
issues tracking the below:

• updated community guidelines document with up to date process and vision/purpose of survey
• notes/details collected in central location (Manifold KB?, its own repo?), with all outstanding survey items accounted for
• scoping on rest of survey + deadline for v0
• project channel in discord for survey so community can engage

• Review of tracking approach & collection of notes/details.

If we outline the survey paper broadly, whether that be into sections or even just, "Here are the major questions we want to answer," I think that would help contributors quite a bit as well as accelerate us toward completion of the survey.

People who come offering help would then have a concrete action they can take--answer those questions--either about some specific that they know about, or about the papers in the survey spreadsheet.

Hopefully, filling out such an outline would land us close to having a decent chunk of the paper written.
