Bump to support python 3.11

`ibis-framework` is set to `ibis-framework = { version = "3.2.0", extras = ["impala"], optional = true }`. That version is [from september 2022](https://pypi.org/project/ibis-framework/#history) and forces muttlib to require `python < 3.11`
