Draft the NVIDIA NeMo Fabric 0.4 release summary from the changes between `v0.3.0` and `release/0.4`. The current page still describes 0.3.

#### Details

- Summarize the Cline, OpenClaw, OpenCode, and Qwen Code adapters, shared services, Pi Relay telemetry, and normalized model settings.
- Document the Relay 0.9 upgrade requirement, the current Hermes telemetry compatibility limit, and Rust struct literal source changes.
- Refresh current limitations. The README roadmap needs no change because its listed goals remain open.
