Create python deployment script for windows

Script should collect dynamic libraries that are necessary for running pps2 as a standalone application. All pathes to programs/toolkits, as well as target directory should be configurable via command line parameters.

@pgmvp We will need to test if our application is running on a clean Windows machine without any programs installed. Could you install Virtual box , download virtual machine https://developer.microsoft.com/en-us/microsoft-edge/tools/vms/ and run it on your PC? Please, send me a message as soon as you will do it.

The application starts on a clean VM (with vc_redistx86.exe installed before) now , but instantly stops working.
