if fossier autocloses a pr - it shouldn't be considered as prior interaction

difference in scores mostly came from
public repo increase 18 to 20 (made score increase from 0.90 to 1.0 (this is maybe ok)
but prior_interaction for older pr is 0 and it became 1 in new pr - i'm not sure about this.
