Context
現状、共有/公開surfaceは存在しない（全artifact読み出しはtenant-scoped + authenticated。foreign cookie→403 / no cookie→401がテストで担保済み）。学習者・教育クリエイターのユースケースでは、MP4ダウンロードよりも「リンク共有 + scrubbable playback」が主要な配布形態になる。
Goal
publication済みclient exportに対する共有リンク（org内共有 / 限定公開リンクの2段階）と再生surfaceを設計する。
