docs: refresh test-suite counts - #36

Verified by running both suites: 337 pure-logic tests and 239 WPF integration tests, all passing. The CONTRIBUTING.md gate table drops the hard number so it cannot go stale again. .bestpractices.json now states 576 total, 337 headless and 239 interactive; test_most_justification also claimed the Core surface was 10 pure functions when src/00-Core.ps1 exports 65, so that enumeration is corrected and reframed as representative examples.

Refreshes the stale test-suite counts left over from earlier releases. Both suites were run to confirm the numbers: 337 pure-logic tests and 239 WPF integration tests, all passing.
