Support msc4466 altering profile propagation

Description

Adds support for MSC4466 to allow sending global profile updates to all rooms, rooms without overrides, and no rooms.

Requires server support, afaik only Continuwuity has that atm. When unsupported the option is grayed out.

All -> standard behavior
Unchanged -> default Sable behavior, should propagate global updates to rooms without their own profile changes (handled by server)
None -> Only updates global profile, users can individually send updates through the cosmetics menu of specific rooms if they want something to match the global profile.

Oh, should also inadvertently fix #1096 i think
