Same treatment as #147, this time for pp-form-subgrid. add.ps1 and Cleanup.ps1 collapse into one ApplyScaffold.ps1 that calls txc workspace component apply-scaffold with component type FormSubgrid, passing the rendered row fragment and the form coordinates. Also adds the componentType tag the template was missing.
Needs the FormSubgrid applier from TALXIS/platform-metadata#84 (stacked on the registry PR there) and the CLI command from TALXIS/tools-cli#187, so don't merge before those ship.
