Use the system LibTomCrypt headers consistently when StormLib is configured to use the system library. This avoids an ABI mismatch between bundled and system ltc_math_descriptor definitions. Also provide compatibility declarations for StormLib-specific RSA helpers and the renamed PKCS #1 v1.5 padding constant.
