Bumps the B2B Vue theme prerelease package referenced in theme/artifact.json from 2.58.0 (vc-frontend PR 2469) to 2.59.0 (vc-frontend PR 2477).

This is an automated CI update for QA deployment; the deploy workflow reads this URL to pull the theme artifact.
