Overview
Promotes VirtoCommerce.PageBuilderModule in the Azure Blob package manifest from the PR prerelease artifact (…_3.1024.0-pr-162-2c28.zip) to the release build (VirtoCommerce.PageBuilderModule_3.1024.0.zip), and moves that module entry to the end of the Azure Modules list (after Catalog). No platform version or other module pins change.

This aligns the QA/core environment with the published Page Builder 3.1024.0 package instead of a PR-specific zip.
