Single configuration pointer swap for QA theme deployment with no application logic changes.

Overview
Updates theme/artifact.json to deploy a newer prerelease vc-theme-b2b-vue package (blob URL now references pr-2483 instead of pr-2468).

This is an automated CI change so the vcst-* QA environment picks up the storefront theme build from the linked vc-frontend PR; pushes under theme/** trigger the deploy workflow that reads this URL and sets the cloud Helm theme parameter.
