cannot change WindowsProactorEventLoopPolicy to WinLoopPolicy in fastapi

@vlaszdunov I tried adding better support for uvicorn with winloop a while ago but they rejected my pull request if I remember correctly and some setups are deprecated. I'll look more into the matter when I get some more time on my hands.

However this is not a bug with Winloop itself so I added an external library's fault label to your issue.

I believe this is because now event loop policy is a deprecated API in Python. Changing get_event_loop_policy() to get_event_loop() and you will see <winloop.Loop running=True closed=False debug=False>, indicating that winloop is indeed being used.

BTW, I didn't see any PR related to winloop in uvicorn's repository and did create a PR a few days ago but didn't receive any response:

@vlaszdunov After seeing this a bit more closely I have come to the realization that you should probably bring up this situation with uvicorn specifically and throw this same issue over there (edit: Updated link to the actual issues page) since I've put in the tags that it's an external dependency's fault and is beyond the scope of having to do with winloop specifically and seems to maybe be a bug with uvicorn but without an actual reproducible code snippet to go off of or easily replicate (Which I encourage over a screenshot) there isn't anything I could help you with without guessing or making assumptions

• I should figure out how to make an actual issues template seeing that the one I've made is not appearing when someone does wind up throwing me an issue.

• We do however need to update the readme page and with my busy schedule and IRL job coming back in the swing of things I may not have the time to take care of this on my own but if anybody wants to update the readme with newer documentation and remove the deprecated code from the example, I would be willing to merge it if I can get it to run without needing any super advanced setups.

I'll keep this issue open but likely may open up a new issue and close this one seeing that there was a different problem that arose while attempting to solve this one.

@Kludex I'm going to close this issue soon because winloop and uvloop are currently planned to be merged together which will save me from the maintenance costs. Good job on the documentation with how to go about using winloop, I will be removing some of the code examples due to some deprecated items with uvicorn that winloop demonstrates which should lead to less confusion especially for some newer developers.
