Clean version bump of aleph-cli from 0.11.1 to 0.17.0-rc1 in manifesto.yml. The release tag and download URL are live and verified. The CLI is consumed dynamically at runtime from the manifesto's url field by both local-up.sh and nightly.yml, with no hardcoded version references anywhere else. The existing test suite uses a CLI fixture that reads from the manifesto and does not pin specific versions or reference the new V-Program features, so there is no version coupling risk.
