feat(notify)!: support clearing notifications - #24

Add configuration for a notification clearing command which gets called for a pane whenever the agent in it starts running. This allows stale notifications to be cleared. Now that there are two commands, the original one has been renamed to just `notify`. ## Test plan ``` $ cargo nextest run -p smth --test test -- agent-notification ```
