When the last pick is added to your pool, the pool does not always refresh to show that card. This is especially evident in last pack - picking another card in the next pack will force a refresh.
To demonstrate, make a cube draft, set cards in a pack to 1 (requires edits to public/src/components/lobby.js and src/util.js , already done on http://beta.dr4ft.com). The draft will finish immediately and you will have an empty pool.
