Interrupt priorities are set in peripheral drivers, it would be useful to have a single header file to experiment with ordering.

Could also use this for queue lengths and probably lots of other stuff.

So currently there's many loose ends. I think you're in the best position to do a bunch of huge refactorings and migration to CMake. From there on a basic bootloader and UART console would be a useful point to continue merging/testing drivers from. And once that's done I think FreeRTOS would be important to consider implementing to tie the foundation of freetribe together
